To use self registration with approval, the following user management properties must be set:

Assign the UME action UME.Selfregister_User to a role assigned to the group Everyone. You must assign this action or no users can register.
If the user selected a company during registration, the user administrator for that company must approve the user’s registration. Until the user is approved, he has guest user status.
